On Beacon Hill, storm clouds are forming as the state is about to come up $900 million short on tax collections.

The only way the legislature will balance its budget is by cutting money to the cities and towns, by raising taxes and by cutting state expenditures and employees.

Never has Everett’s future rested more on decisions made on Beacon Hill than it does in the weeks and months to come.

The city government needs to prepare itself for the challenges of the future.

The storm clouds are gathering.
